Verse 4 (Paraphrase)
BUt O Lord, this is not absolutely and universally the state of things between your majesty and poor sinners; You art in your nature infinitely Good and Gracious, ready and free in the purposes of your will to receive them. And there is such a blessed way made for the exercise of the holy inclinations and purposes of your heart towards them, in the mediation and blood of your dear Son, That they have assured foundations of concluding and believing, that there is pardon and forgiveness with you for them; and which in the way of yours appointments they may be partakers of. This way therefore will I, with all that fear you persist in: I will not give over, leave you, or turn from you, through my fears, discouragements, and despondencies; but will abide constantly in the observation of the worship which you hast prescribed; and the performance of the obedience which you dost require; having great encouragements so to do.
But O Lord, this is not absolutely and universally the way things stand between Your majesty and poor sinners. You are infinitely good and gracious in Your nature, and freely and willingly inclined by Your purposes to receive them. A blessed way has been made for the exercise of Your holy inclinations and purposes toward sinners, through the mediation and blood of Your dear Son. Because of this, they have sure grounds to conclude and believe that there is pardon and forgiveness with You for them, and that they may receive it through the way You have appointed. This is the path I will persist in, together with all who fear You. I will not give up, leave You, or turn away from You because of my fears, discouragements, or despair. Instead, I will continue steadfastly in the worship You have appointed and the obedience You require — with great encouragement to do so.
